A Google Ads promotional offer should not become a budget assumption before it becomes usable credit. The practical task is to separate an invitation, the qualifying activity and the credit actually applied to the account.
A November 2 Search Engine Roundtable report describes an observed offers section within Promotions. That is a useful reminder to inspect billing, not proof that every account has the same interface or receives an offer. The rules below come from Google’s help documentation; the terms attached to your particular promotion remain decisive.
Identify which stage you have reached
Google distinguishes a redeemed offer still earning its reward, processing after the spending requirement is met, and active credit that has been granted. Expired and invalidated promotions require a separate review. Processing can take up to 35 days; Google directs advertisers to support if the credit has not appeared after that period.
Record the status and the date you checked it. A screenshot without a date or account identifier is weak evidence when several people manage billing. Keep the original offer terms with the record so a colleague can establish which deadline and account the status belongs to.
This is a billing check, separate from evaluating whether the campaign works. Strong sales do not establish eligibility for a promotion, and a processing status does not establish a campaign problem.
Reconcile the qualifying activity
Google describes promotional credits as future advertising funding, not cash refunds. They cannot pay for the qualifying spend itself or costs incurred before the credit is applied. The payment-settings guide also says spending before redemption does not count towards qualification.
Build a compact record with the redemption date, required action or spend, qualification deadline, eligible costs and evidence that the requirement was met. Check actual advertising costs rather than assuming that a payment into the account is equivalent to delivered media. Retain the precise wording when an offer requires adoption of a feature rather than only a spending amount.
Assign one person to confirm the record before another team treats the promotion as funding. If the evidence is incomplete, keep the expected credit outside the base cash plan. This is a recommended management control, not an extra Google eligibility rule.
Keep three numbers in the budget review
Track gross media cost, promotional credit actually consumed and cash paid by the business separately. A temporary reduction in cash paid is useful, but it should not conceal how much advertising the campaign used. State the cost basis whenever you compare acquisition costs across periods.
For illustration, a hypothetical campaign consumes 1,000 monetary units of media, with 300 covered by an already active credit. The business pays 700 for that media, before other costs. Reporting only 700 would make a later unsubsidized period look worse even if media delivery and customer outcomes stayed identical. This arithmetic example is not a Google offer or a promised saving.
Evaluate the continuing campaign on the economics it will face without the credit. A subsidy can fund a controlled learning period; it cannot by itself establish that a larger budget will remain profitable.
Set an expiry and continuation decision
Google’s payment-settings guide warns that ads can keep accruing costs once credit is exhausted. It also says billing transfers can cause active credits to expire. Check those conditions before changing billing ownership, and confirm the actual expiry attached to the offer rather than applying a generic date.
Schedule a review before the earlier of expected credit exhaustion and expiry. Name who decides whether to continue, reduce spend or pause, using your own contribution and customer-quality measures. Do not leave that choice to a person who believes the credit acts as a campaign stop switch.
If credit is still processing, first compare the dated evidence with the offer requirements and the documented processing period. Escalate with that record when appropriate. The durable habit is simple: verify the entitlement, account for the subsidy transparently and decide what the campaign deserves after it ends.
